What follows is pretty mind-bending, but important to keep in mind and consider, moving forward. Just know that in the end, regardless of where you land in relation to this subject… Everything Is Going to Be Okay. Keep an open mind, and if this ends up like reading an alternate history, that’s because… it largely is.
With that in mind, do me a favor and try to reconcile this Q posts from a while back…

In the first post, Q almost sounds sarcastic. But let me ask you this:
Is sarcasm a common characteristic of Q’s posts?
Didn’t think so.
Strictly speaking, Q didn’t answer “no” in post #376. All he said was “What do you think?” And while we’re tempted to maybe, upon first glance, read sarcasm into that bit of text, I don’t think that’s the intended meaning, especially when you take Q’s later answer, in drop 2222, into consideration.
If you ask me, I think Q was dodging the question in the earlier drop. Answering a question with a question, instead of a simple “yes” or “no” is a common-enough rhetorical dodge. And while at the time there were stories circulating about UFOs that certainly were intended as a distraction (take, for instance, this story), that doesn’t mean that the “source material” for said distraction is false…
Now, color your understanding of everything with this subsequent Qdrop, and really try to wrap your head around the implications of what it means:
Programs exist that are outside of public domain.
This is what I want to focus on tonight: the Secret Space Program (or SSP for short), and all the questions swirling around it. For as we know, Trump is big on creating the “Space Force…”
But what if he wasn’t so much creating it, as much as disclosing the existence of what was already in place?
And if this program already exists… the biggest question you can ask with regards to it is…
Why?
The answer is downright Majestic.
And for a more complete understanding, we now turn once again to the works of Bill Cooper, who Q himself referenced in Qdrop 782, seemingly endorsing Bill’s larger work, Behold, a Pale Horse (or at least piquing the curiosity of many Anons – myself included).
For those unfamiliar with Cooper, he’s very much in the same league as Fritz Springmeier; which is to say a Cabal researcher of profound intellect and importance. After working for the Office of Naval Intelligence, where he was privy to a number of classified documents and witnessed, for lack of a better term, a gigantic “flying saucer” descend under the Pacific waters to an underground base in the depths, Cooper seemingly went on a one-man-crusade to expose the inner workings of the Cabal to the American citizenry. He would die when he was fatally shot by Federal agents (ostensibly after he resisted being arrested over “tax issues).” Prior to that, he had correctly predicted the 9/11 attacks.

In short, Bill Cooper is everything Alex Jones isn’t.
Oh, and he also coined the phrase “Wake up Sheeple!”

All that’s to say we should sit up and pay attention to this lengthy essay he penned in the late 80’s, entitled:
Majestic 12 And The Secret Government
Quiet, JC! We’re not bringing out that gag again.
Majestic 12 and the Secret Government was first presented as a talk in 1989, and later updated in 1990, before being published as Chapter 12 in Cooper’s Behold, a Pale Horse. Its true length is just over 11,000 words (or roughly the equivalent of one of my medium-length articles), and contains a wealth of information that most, frankly, would find hard to digest.
Now personally… I find Cooper very hard to read. I think he gets a bit caught up in different trains of thought and doesn’t quite convey the significance of his points very well, but I can’t really fault him for that given when he appeared on the scene, and what he was doing (at a time when there was really no one else doing anything like it). But I am going to try to synthesize something a bit more coherent and readable using excerpts here and filling in the “blanks” wherever they may lie.
Hopefully, my readers will get a clearer picture of what Cooper was trying to convey.
First thing you need to know is that when we’re talking about Majestic 12, we’re talking about a supra-national ruling body with a level of authority that exceeds that of even the President. Majestic 12 was a group formed by President Truman in 1947, in response to extraterrestrial activity, If crafts were crashing in the desert, it was Majestic-12 dealing with the wreckage and recovery. If little green men were discovered, it was Majestic-12 who was responsible for holding them. Basically, if it was ET-related, it was Majestic-12’s exclusive domain.
Cooper informs us:
I read Top Secret documents while with Naval Intelligence that stated that President Eisenhower had appointed six of the Executive Committee members of the CFR to sit on the panel called Majesty Twelve also known as Majority Twelve for security reasons. Majesty Twelve is the secret group that is supposed to control extraterrestrial information and projects. The documents stated that Eisenhower had also appointed six members from the Executive branch of government who were also members of the CFR. The total membership of Majesty Twelve was nineteen, including Dr. Edward Teller and the six members from the JASON scientific group. Again, whether this is true or disinformation depends solely upon the existence of aliens.
Just… right from the get-go, there’s a lot of back-story involved here.
Essentially, it boils down to a number of ET vehicles crashing in 1947 during Truman’s tenure, and the government scrambling to figure out how best to respond to this new reality.
Cooper would also say:
An alien craft was found on February 13, 1948 on a mesa near Aztec, New Mexico. Another craft was located on March 25, 1948 in Hart Canyon near Aztec, New Mexico. It was 100 feet in diameter. A total of 17 alien bodies were recovered from those two craft. Of even greater significance was the discovery of a large number of human body parts stored within both of these vehicles. A demon had reared its ugly head and paranoia quickly took hold of everyone then “in the know.” The secret lid immediately became an Above Top Secret lid and was screwed down tight. The security blanket was even tighter than that imposed upon the Manhattan Project. In the coming years these events were to become the most closely guarded secrets in the history of the world.
Should we talk about the EBE here?
At the risk of losing everyone before we even really get in to the meat of this subject, let’s go for it!
The live alien that had been taken from the 1947 Roswell crash was named EBE. The name had been suggested by Dr. Vannever Bush and was short for Extraterrestrial Biological Entity. EBE had a tendency to lie and for over a year would give only the desired answer to questions asked. Those questions which would have resulted in an undesirable answer went unanswered. At some point during the second year of captivity he began to open up and the information derived from EBE was startling, to say the least. This compilation of his revelations became the foundation of what would later be called the “Yellow Book”. Photographs were taken of EBE which, among others, I and Bill English were to view years later in GRUDGE 13. In late 1951 EBE became ill. Medical personnel had been unable to determine the cause of EBE’s illness and had no background from which to draw. EBE’s system was chlorophyll based and he processed food into energy much the same as plants. Waste material was excreted the same as plants. It was decided that an expert on botany was called for. A botanist, Dr. Guillermo Mendoza, was brought in to try and help him recover. Dr. Mendoza worked to save EBE until mid-1952 when EBE died. Dr. Mendoza became an expert on alien biology.
In a futile attempt to save EBE and to gain favor with this technologically superior alien race the United States began broadcasting a call for help early in 1952 into the vast regions of space. The call went unanswered but the project continued as an effort of good faith.
Make of that what you will.

But before you just go simply dismissing it, remember Cooper’s background in all this as a former Naval Intelligence Officer when making your judgement. There are times when Cooper himself has said that he wasn’t sure if he was being fed false documents as part of a deeper cover-up, or if he was seeing legitimate Above-top-secret paperwork. Either, way, Cooper is a witness to primary sources when it comes to this subject – and Q has validated Cooper on at least one occasion.
Cooper would go on to tell us that a group of top scientists would be assembled (similar to the Manhattan project, but even more secret) under the project name: Project Sign, which evolved into Project Grudge.
A low level collection and disinformation project named Blue Book was formed under Grudge. 16 volumes were to come out of Grudge including the controversial “Grudge 13” which I and Bill English saw, read, and revealed to the public. “Blue Teams” were put together to recover the crashed disks and dead or alive aliens. The Blue Teams were later to evolve into Alpha Teams under Project Pounce [and Project Pluto…
During these early years the United States Air Force and the CIA exercised complete control over the Alien Secret. In fact the CIA was formed by Presidential Executive Order first as the Central Intelligence Group for the express purpose of dealing with the alien presence. Later the National Security Act (NSA) was established to oversee the intelligence community and especially the alien endeavor.
Originally, the project had 12 members, later expanded to 19. Among these were government officials, high ranking members of the intelligence community, top scientists, military personnel, and even a few from the business world. Each was given a designation: MJ-1, to MJ-12.
Alan Dulles, former director of the CIA, was supposedly the original MJ-1.
Other members included FBI Director J. Edgar Hoover, and Nelson Rockefeller. Initially, these men were only accountable to the President himself, though, as I’m sure you can guess, they soon became accountable to no one.
The operation was funded through a secret Military fund, and it involves the construction of a number of underground bases:
A multi-million dollar secret fund was organized and kept by the Military Office of the White House. This fund was used to build over 75 deep underground facilities. Presidents who asked were told the fund was used to build deep underground shelters for the President in case of war. Only a few were built for the President. Millions of dollars were funneled through this office to MJ-12 and then out to the contractors and was used to build top-secret alien bases as well as top-secret DUMB (Deep Underground Military Bases), and facilities promulgated by “Alternative 2”, throughout the nation…
The secret White House Underground Construction fund was set up in 1957 by President Eisenhower. The funding was obtained from Congress under the guise of “construction and maintenance of secret sites where the President could be taken in case of military attack: Presidential Emergency Sites”. The sites are literally holes in the ground, deep enough to withstand a nuclear blast and are outfitted with state of the art communications equipment. To date there are more than seventy five sites spread around the country which were built using money from this fund. The Atomic Energy Commission has built at least an additional 22 underground sites.

The location and everything to do with these sites were and are considered and treated as top-secret. The money was and is in control of the Military Office of the White House, and was and is laundered through a circuitous web that even the most knowledgeable spy or accountant can not follow.

The money was authorized by the Appropriation Committee who allocated it to the Department of Defense as a top-secret item in the army construction program. The Army, however, could not spend it and in fact did not even know what it was for. Authorization to spend the money was in reality given to the Navy. The money was channeled to the Chesapeake Division of the Navy Engineers who did not know what it was for either. Not even the Commanding Officer, who was an Admiral, knew what the fund was to be used for. Only one man, a Navy Commander, who was assigned to the Chesapeake Division but in reality was responsible only to the Military Office of the White House knew of the actual purpose, amount, and ultimate destination of the top-secret fund. The total secrecy surrounding the fund meant that almost every trace of it could be made to disappear by the very few people who controlled it. There has never been and most likely never will be an audit of this secret money.
The principle role of the NSA, as we all know, is SIGINT, or Signals Intelligence. They monitor communications and respond to threats accordingly.
What Cooper says, however, is that while terrestrial communications are a large part of what they do, they also deal with monitoring extraterrestrial communications:
President Truman created the super secret National Security Agency by secret Executive Order on November 4,1952. Its primary purpose was to decipher the alien communications and language and establish a dialogue with the aliens. This most urgent task was a continuation of the earlier effort and was code named SIGMA. The secondary purpose of the NSA was to monitor all communications and emissions from any and all devices worldwide for the purpose of gathering intelligence, both human and alien, and to contain the secret of the alien presence. Project SIGMA was successful.
And then, as is Cooper’s trademark infuriating style, he just drops this tidbit:
The NSA also maintains communications with the Luna base and other secret space programs.
Oh, the Luna base.
You know.
The Luna base.
You know which one he’s talking about, right?
Twenty pages later, Cooper finally explains this passing line:
A Moon base, Luna, was photographed by the Lunar Orbiter and filmed by the Apollo astronauts. Domes, spires, tall round structures which look like silos, huge T-shaped mining vehicles that left stitchlike tracks in the lunar surface, and extremely large as well as small alien craft appear in the official NASA photographs. It is a joint United States and Soviet base: The space program is a farce and an unbelievable waste of money. Alternative 3 is a reality. It is not science fiction.
The Apollo astronauts were severely shaken by this experience, and their lives and subsequent statements reflect the depth of the revelation and the effect of the muzzle order which followed. They were ordered to remain silent or suffer the extreme penalty, death, which was termed an “expediency…”
Surprisingly, this echoes the testimony of another whistleblower, named William Tompkins, a former engineer at the Douglas Aircraft Company (which was a Lockheed Competitor in the 50’s, so in other words, a major military contractor). Tompkins would write some surprising things about the original Apollo missions in his book Selected by Extraterrestrials before his death:
He would continue:
Our Astronauts were shocked when they landed on the Moon. The first Apollo landing on the Moon resulted in a major shock to the Astronauts. The Landing Module (LEM) actually impacted the Moon surface in the Sea of Tranquility Crater, which had tremendous size vehicles, parked around part of its rim. When astronaut Neil Armstrong made that First Step for Man on the Moon he looked up to the edge of the crater and said, to mission control, “There are other ships here, they are enormous.” My sketch of what I saw on TV is shown here. The public did not hear that statement or see the massive alien starships. Armstrong panned his camera in 360 degree motion all around the crater, the CIA then classified the information as way above top secret.
The Extraterrestrials put up their “NO TRESPASSING” signs but allowed us to make several other additional Apollo landings, to pick up a few rocks and play in the sand. The actions of the extraterrestrials stopped our plans to build our manned Naval Base on the Moon. Everything stopped, including our similar plans for Mars. We beat the Russians but that was not the only reason we went to the Moon – it was also for a long-term scientific research and development program. But, yes everything
stopped. Nearly all of the four hundred thousand aerospace contractors were laid off – not just at Douglas, but at Boeing, Grumman, North American, ITT, CalTech, JPL, and numerous other companies, all over the country.Do you understand what was just said? All these four hundred thousand Apollo people were dedicated to the program, using Launch Complex 39 only. (Each person is inherently supported by seven commercial persons for normal living activities.) Therefore, that’s 2.8 million total persons. Furthermore, there were plans for six times as many launch complexes, as well as three NOVA truck complexes. Thus, the total number of people involved would have been about 25 million people for the projects that NASA was developing in detail. Not just to go to the Moon, but to develop everything necessary to operate massive naval vehicles out in the galaxies, and build naval stations on all habitable planets in the solar system. And, people, this was fifty years ago.
WHAT HAPPENED In just a few months everything stopped?????
I am saying it again, this is fantastic. We create the naval missions, designed, built and tested every element necessary to operate massive, U.S. Naval Space Battle Groups out there in the galaxies, way back then. All of a sudden, everything stopped? Did all of our brains stop working? Why did we stop? What the hell happened?
(Emphasis Tompkins’).
If both Tompkins and Cooper are telling the truth, reconciliation between their testimony would dictate that at some point, astronauts were “allowed” back on the moon, and in an extended capacity at the Luna base Cooper describes. When and how did this happen?
Well, we can theorize more in a minute.
But whether or not there actually was/is a Luna base hidden on the moon as part of a Secret Space Program, I can’t say. What I think is important to remember in these instances, when writings like this make us turn our heads in disbelief and skepticism, is that especially in the case of these men, they don’t really have any reason to lie. Cooper endured a lot of hardship and misery for spreading his message, at a time when the only real means of communication available to him was radio and books. He also died because of what he was doing.
Tompkins was quite old when he published his book and came out to talk about this stuff. If there was a profit-motive involved, as some might speculate, he didn’t really have any time to enjoy it. Rather, if he were to concoct such a story in order to peddle a lengthy book to unsuspecting rubes, I would imagine he would have done it much earlier, and not when he was so close to death’s door. No, his book is more of a memoir, and more akin to someone trying to pass down important information before they go.
Anyway, much like with Springmeier, we can’t expect 100% accuracy all the time. In my personal opinion, these researchers, these whistleblowers are doing similar work to what we in the broader #QAnon community do every day; and that’s put pieces of the puzzle together in the best way we know how.
At the very least, if you find these writers’ credulity strained on one particular point, don’t let that discourage you from reading on, and taking in information about different points they have to talk about.
And with that, we turn our attention back to the issue of the NSA, where Cooper tells us:
By Executive Order the NSA is exempt from all laws which do not specifically name the NSA in the text of the law as being subject to that law. That means that if the agency is not spelled out in the text of any and every law passed by the Congress it is not subject to that or those laws. The NSA now performs many other duties and in fact is the premiere agency whithin the intelligence community. Today NSA receives 75% of the moneys allotted to the intelligence community. The old saying “where the money goes therein the power resides” is true. The DCI today is a figurehead maintained as a public ruse. The primary task of the NSA is still alien communications but now includes other Alien projects as well.
Cooper then tells us about the Cabal-origins of Majestic 12:
By secret Executive Memorandum, NSC 5410, Eisenhower had preceded NSC 5412/1 in 1954 to establish a permanent committee (not ad hoc) to be known as Majority Twelve (MJ-12) to oversee and conduct all covert activities concerned with the alien question. NSC 5412/1 was created to explain the purpose of these meetings when Congress and the Press became curious. Majority Twelve was made up of Nelson Rockefeller, the director of the CIA Allen Welsh Dulles, the Secretary of State John Foster Dulles, the Secretary of Defense Charles E.Wilson, the Chairman of the Joint Chiefs of Staff Admiral Arthur W. Radford, the Director of the FBI J. Edgar Hoover, and six men from the executive committee of the Council on Foreign Relations known as the “Wise Men”. These men were all members of a secret society of scholars that called themselves “The Jason Society”, or “The Jason Scholars” who recruited their members from the “Skull and Bones” and the “Scroll and Key” societies of Harvard and Yale.
Cooper would explain that the origins of the Jason Society lie in the Jason Group:
The JASON Group is a secret scientific group formed during the Manhattan Project and administered by the Mitre Corporation. The inner core of the Council on Foreign Relations recruits its members from the Skull & Bones and the Scroll & Key societies of Harvard and Yale. The Wise Men are key members of the Council on Foreign Relations and also members of a secret Order of the Quest known as the JASON Society.
There were 19 members of Majesty Twelve. The first rule of Majesty Twelve was that no order could be given and no action could be taken without a majority vote of twelve in favor, thus Majority Twelve. Orders issued by Majesty Twelve became known as Majority Twelve directives.
This group was made up over the years of the top officers and directors of the Council on Foreign Relations and later the Trilateral Commission. Gordon Dean, George Bush and Zbigniew Brzezinski were among them. The most important and influential of the Wise Men were John McCloy, Robert Lovett, Averell Harriman, Charles Bohlen, George Kennan, and Dean Acheson. Their policies were to last well into the decade of the ’70s. It is significant that President Eisenhower as well as the first six Majesty Twelve members from the Government were also members of the Council on Foreign Relations. This gave control of the most secret and powerful group in government to a special-interest club that was itself controlled by the Illuminati.

And this is where you can see how different iterations of this lecture-turned-chapter-in-a-book have evolved over time. I include this now, despite the repetition, because of the immediate clarity it will provide the reader on some of the subject matter at hand:

A chosen few were later initiated into the Jason Society. They are all members of the Council on Foreign Relations and at that time were known as the “Eastern Establishment”. This should give you a clue to the far reaching and serious nature of these most secret college societies. The Jason Society is alive and well today but now includes members of the Trilateral Commission as well. The Trilateralists existed secretly several years BEFORE 1973. The name of the Trilateral Commission was taken from the alien flag known as the “Trilateral Insignia”.
About that last bit…
To understand Cooper, you have to understand how he feels about mass media, and what he saw during his time was a massive influx in ET-related “entertainment,” which he saw as little more than thinly-veiled propaganda preparing the masses for eventual disclosure. To my point, this would be right around the time of ETand Close Encounters of the Third Kind, among plenty of other TV and movies.
Specifically, Cooper recounts a “first contact” story at Edwards Air Force base with the “Etherians,” as he claims they were first called.
In 1953 astronomers discovered large objects in space which were tracked moving toward the Earth. It was first believed that they were asteroids. Later evidence proved that the objects could only be spaceships. Project SIGMA intercepted alien radio communications. When the objects reached the Earth they took up a very high geosynchronous orbit around the equator. There were several huge ships, and their actual intent was unknown. Project SIGMA and a new project, PLATO, through radio communications using the computer binary language, were able to arrange a landing that resulted in face-to-face contact with alien beings from another planet. This landing took place in the desert. The movie, Close Encounters of the Third Kind is a fictionalized version of the actual events. Project PLATO was tasked with establishing diplomatic relations with this race of space aliens. A hostage was left with us as a pledge that they would return and formalize a treaty.

President Eisenhower met with the aliens on February 20,1954, and a formal treaty between the alien nation and the United States of America was signed. We then received our first alien ambassador from outer space. He was the hostage that had been left at the first landing in the desert. His name and title was His Omnipotent Highness Crlll or Krlll, pronounced Crill or Krill. In the American tradition of disdain for royal titles he was secretly called Original Hostage Crlll, or Krlll. Shortly after this meeting President Eisenhower suffered a heart attack.

The Treaty stated: The aliens would not interfere in our affairs and we would not interfere in theirs. We would keep their presence on earth a secret. They would furnish us with advanced technology and would help us in our technological development. They would not make any treaty with any other earth nation. They could abduct humans on a limited and periodic basis for the purpose of medical examination and monitoring of our development with the stipulation that the humans would not be harmed, would be returned to their point of abduction, that the humans would have no memory of the event, and that the alien nation would furnish MJ-12 a list of all human contacts and abductees on a regularly scheduled basis.
It was agreed that each nation would receive the Ambassador of the other for as long as the treaty remained in force. It was further agreed that the Alien Nation and the United States would exchange 16 personnel each to the other with the purpose of learning, each of the other.

The alien emblem was known as the “Trilateral insignia” and was displayed on the craft and worn on the alien uniforms. Both of these landings and the second meeting were filmed. These films exist today.

Cooper would then go on to explain that part of this black budget used for constructing these D.U.M.B.s (Deep Underground Military Bases) was for the explicit use by Majestic 12 and their alien visitors:
The Alien “Guests” would remain on earth and the “human guests” would travel to the Alien point of origin for a specified period of time then return, at which point a reverse exchange would be made. It was also agreed that bases would be constructed underground for the use of the Alien nation and that 2 bases would be constructed for the joint use the the Alien nation and the United States Government. Exchange of technology would take place in the jointly occupied bases. These alien bases would be constructed under Indian reservations in the 4 corners area of Utah, New Mexico, Arizona, and Colorado, and 1 would be constructed in Nevada in the area known as S-4 located approximately 7 miles south of the western border of Area 51. All alien bases are under complete control of the Department of Naval Intelligence and all personnel who work in these complexes receive their checks from the Navy. Construction of the bases began immediately but progress was slow until large amounts of money were made available in 1957. Work continued on the “Yellow Book”.
Now this is the part that I really love, because Cooper is starting to get into the origins of S-4.
Project REDLIGHT was formed and experimentation in test flying alien aircraft was begun in earnest. A super top-secret facility was built at Groom Lake in Nevada in the midst of the weapons test range. It was code named DREAMLAND. The installation was placed under the Department of the Navy and clearance of all personnel required “Q” clearance as well as Executive (Presidential) approval. This is ironic due to the fact that the President of the United States does not have clearance to visit the site. The alien base and exchange of technology actually took place in an area known as S-4. Area S-4 was code named “The Dark Side of the Moon”.
Although Area 51 is the more popular of the secret military bases, it’s S-4, very close nearby, that is far more interesting to anyone in “conspiracy circles.” Most of what we know of S-4 comes from one whistleblower/potential CIA agent by the name of Bob Lazar. Cooper asserts, when writing about another agent he encountered:
Jaime Shandera was positively identified by me, the Security Department Head, and the receptionist. Later I obtained another positive identification from the Vice President in charge of Admissions. John Lear was at that time the only person who knew the name and address of my place of employment. I later found out by body proportion comparison analysis and voice-print analysis that John Lear is the agent dubbed “Condor” on the CIA-backed TV production of “UFO Cover-up Live.” As Condor, he is Jaime Shandera was positively identified by me, the Security Department Head, and the receptionist. Later I obtained another positive identification from the Vice President in charge of Admissions. John Lear was at that time the only person who knew the name and address of my place of employment. I later found out by body-proportion comparison analysis and voice-print analysis that John Lear is the agent dubbed “Condor” on the CIA-backed TV production of “UFO Cover-up Live.”
I tend to disagree with Cooper here, and more importantly, he doesn’t provide any evidence to back up this claim of Clownage. That said… I may have discovered something along those lines… which I’ll get to in a bit but for now…
Lazar stands out as something of a concerned scientist, working at the very fringes of what we know, and getting a bit disgruntled with the way things were being handled. His story is nothing if not fascinating, and he’s been remarkably consistent in the retelling, over many years. He was even shot at, at one point, by government agents attempting to silence him.
The basic story is that after having graduated MIT, Lazar worked at Los Alamos for a number of years. He then obtained a recommendation to work at S-4 via someone he knew at EG&G, a military defense contractor.

S-4 was an underground base near Groom Lake (near Area 51), disguised to look like the side of a mountain, and Lazar says they hold 9 separate saucers inside, all in various states of functionality.
He was given the task of working on the gravity field generator that allowed the machine to “hover.” He was replacing someone who had died, he thinks, when they tried to cut open one of these drives, causing a large explosion.
The drives themselves supposedly ran on a stable isotope of Element-115 – which we did not know existed back in the 80’s. Supposedly S-4 has a large supply of the element which came with one of the crafts, and they are able to fly the machine.
Lazar was eventually kicked out of S-4 when he started bringing friends around at night to see observe and record these test flights from a distance.
For his own security (basically in order to save his own life) Lazar went public in a series of interviews with reporter George Knapp. He figured the spotlight would offer him some security, and so far, it has. But to hear him recall everything, the telling of the story has largely upset Lazar’s life, and if he had to do it all over, he would have never come out with the story.
More recently, Lazar’s property was raided by the FBI during the filming of the documentary Bob Lazar, Area 51 and Flying Saucers (which is now making its way to all manner of online streaming services). The raid was ostensibly over whether or not Bob Lazar had smuggled out some of the Element-115 isotope and stored it somewhere.

More recently, just this past week in fact, Joe Rogan had a lengthy but fascinating conversation with Lazar. You don’t have to watch the full two hours now, but I would advise you to spend some time with it at some point:

It’s also worth nothing that Lazar also had “Q-level” clearance:
Project REDLIGHT was formed and experimentation in test-flying alien craft was begun in earnest. A super-Top Secret facility was built at Groom Lake in Nevada in the midst of the weapons test range. It was code-named Area 51. The installation was placed under the Department of the Navy and all personnel required a Q clearance as well as Executive presidential (called MAJESTIC) approval. This is ironic, due to the fact that the President of the United States does not have clearance to visit the site. The alien base and exchange of technology actually took place in an area code-named Dreamland above ground, and the underground portion was dubbed “the Dark Side of the Moon.” According to the documentation that I read, at least 600 alien beings actually resided full time at this site along with an unknown number of scientists and CIA personnel. Due to the fear of implantation, only certain people were allowed to interface with the alien beings, and those personnel were and are watched and monitored continuously.
The documents Bob read said that the craft he was working on was from a binary star system known as Zeta Reticuli, and was created by a race of beings we laypeople would more commonly call “The Greys.” (Think short little green men with big eyes).
The craft he operated on had small seats that would only be suitable for a being of about three-and-a-half feet tall.
Bob has recalled one experience where he thought he saw Majestic 12 agents/contractors talking to a Grey out of the corner of his eye, but later convinced himself that they were working with a doll and a model of one of the chairs from the ship. He would say that there was a code-word used for referring to the Greys was “the Kids.”
Cooper continues:
A second project code named SNOWBIRD was promulgated to explain away any sightings of the REDLIGHT crafts as being Air Force experiments. The SNOWBIRD crafts were manufactured using conventional technology and were flown for the press on several occasions. Project SNOWBIRD was also used to debunk legitimate public sightings of alien craft (UFO’s). Project SNOWBIRD was very successful and reports from the public decline steadily until recent years.
This is the skunkworks where the SR-71 and the F-117 Nighthawks come from.

Fun fact: the plane was so advanced, and needed so much titanium to be able to withstand the absolutely ludicrous physics being inflicted upon it, the CIA had to set up a number of shell companies to scour Russia for the supplies they needed, since domestic resources were in short supply.
The SR-71 would then be used to spy on Russia, and the Soviets were none the wiser for the longest time.
Of course, despite the treaty Eisenhower had made with these ETs, it seemed things had soured rather quickly:
By 1955 it became obvious the aliens had deceived Eisenhower and had broken the treaty. Mutilated humans were being found along with mutilated animals all across the United States. It was suspected that the aliens were not submitting a complete list of human contacts and abductees to MJ-12 and it was suspected that not all abductees had been returned. The Soviet Union was suspected of interacting with them and this proved to be true. It was learned that the aliens had been and were then manipulating masses of people through secret societies, witchcraft, magic, the occult, and religion. After several Air Force combat air engagements with alien craft it also became apparent that our weapons were no match against them.
In November 1955, NSC 5412/2 was issued establishing a study committee to explore “All factors which are involved in making and implementing of foreign policy in the nuclear age.” This was only a blanket of snow that covered the real subject of study, the alien question.
(Emphasis mine). Cooper continues:
By secret Executive Memorandum, NSC 5411 in 1954, President Eisenhower had commissioned the study group to “examine all the facts, evidence, lies, and deception and discover the truth of the alien question. NSC5412/2 was only a cover that had become necessary when the press began inquiring as to the purpose of regular meetings of such important men. The first meetings began at Quantico Marine Base. The study group was made up of 35 members of the Council on Foreign Relations. Secret scholars known as “The Jason Society” of the “Jason Scholars”. Dr. Edward Teller was invited to participate, Dr. Zbigniew Brzezinski was the study director for the first 18 months. Dr. Henry Kissinger was chosen as the group’s study director for the second 18 months. Nelson Rockefeller was a frequent visitor during the study.

Wilson Arnold Wolfers The second phase meetings were also held at the Marine Base at Quantico Virginia and the group became known as Quantico II. Nelson Rockefeller built a retreat somewhere in Maryland which could only be reached by air for MJ-12 and the study committee so that they could meet away from public scrutiny. This secret meeting place is known by the code name “The Country Club”. Complete living, eating, recreation, library, and meeting facilities exist at the location.
The study group was “publicly” closed in the later months of 1958 and Henry Kissinger published what was officially termed the results in 1957 as “Nuclear Weapons and Foreign Policy” by Henry A. Kissinger, published for the Council on Foreign Relations by Harper & Brothers, New York. In truth the manuscript had already been 80% written while Kissinger was at Harvard. The study group continued veiled in secrecy. A clue to the seriousness Kissinger attached to the study can be found in statements by his wife and friends. Many of them stated that Henry would leave home early each morning and return late each night without speaking to anyone or responding to anyone. It seemed as if he were in another world which held no room for anyone else.
These statements are very revealing. The revelations of the alien presence and actions during the study must have been a great shock. Henry Kissinger was definitely out of character during time surrounding these meetings. He would never again be affected in this manner no matter the seriousness of any subsequent event. On many occasions he would work very late into the night after having already put in a full day. This behavior eventually led to divorce.
Cooper then goes into the findings of the MJ-12 report:
A major finding of the alien study was that the public could not be told as it was believed that this would most certainly lead to economic collapse, collapse of the religious structure, and national panic which would lead into anarchy. Secrecy thus continued. An offshoot of this finding was that if the public could not be told then the Congress could not be told, thus funding for the projects and research would have to come from outside the government. In the meantime money was to be obtained from the military budget and from CIA confidential non-appropriated funds.
Another major finding was that the aliens were using humans and animals for a source of glandular secretions, enzymes, hormonal secretions, blood plasma and possibly in genetic experiments. The aliens explained these actions as necessary to their survival. They stated that their genetic structure had deteriorated and that they were no longer able to reproduce. They stated that if they were unable to improve their genetic structure, their race would soon cease to exist. We looked upon their explanations with extreme suspicion. Since our weapons were literally useless against the aliens, Majesty Twelve decided to continue friendly diplomatic relations until such time as we were able to develop a technology which would enable us to challenge them on a military basis. Overtures would have to be made to the Soviet Union and other nations to join forces for the survival of humanity. In the meantime plans were developed to research and construct two weapons systems using conventional and nuclear technology, which would hopefully bring us to parity.
Cooper would go on to talk about the various recommendations suggested by the MJ-12 committee:
By secret Executive order of President Eisenhower, the JASON Scholars were ordered to study this scenario and make recommendations from their findings. The JASON Society CONFIRMED the finding of the scientists and made three recommendations called ALTERNATIVES 1,2, and 3.
Alternative 1 was to use nuclear devices to blast holes in the stratosphere from which the heat and pollution could escape into space. They would then change the human cultures from that of exploitation into cultures of environmental protection. Of the three this was decided to be the least likely to succeed due to the inherent nature of man and the additional damage the nuclear explosions would themselves create. The existence of a hole in the ozone layer may indicate that Alternative 1 might have been attempted. This is, however, only conjecture.
Alternative 2 was to build a vast network of underground cities and tunnels in which a select representation of all cultures and occupations would survive and carry on the human race. The rest of humanity would be left to fend for themselves on the surface of the planet. We know that these facilities have been built and are ready and waiting for the chosen few to be notified.
Alternative 3 was to exploit the alien and conventional technology in order for a select few to leave the earth and establish colonies in outer space. I am not able to either confirm or deny the existence of “batch consignments” of human slaves, which would be used for the manual labor as a part of the plan. The Moon, code-named ADAM, was the object of primary interest, followed by the planet Mars, code-named EVE. I am now in possession of official NASA photographs of one of the moon bases. I believe that the Mars colony is also a reality.
As a delaying action, ALL THREE ALTERNATIVES included birth control, sterilization, and the introduction of deadly microbes to control or slow the growth of the Earth’s population. AIDS is only ONE result of these plans. It was decided BY THE ELITE that since the population must be reduced and controlled, it would be in the best interest of the human race to rid ourselves of the undesirable elements of our society. Specific targeted populations included BLACKS, HISPANICS, and HOMOSEXUALS. The joint U.S. and Soviet leadership dismissed Alternative 1 but ordered work to begin on Alternatives 2 and 3 virtually at the same time
Make of all that what you will. Remember, I am going to remain non-committal on all of this (perhaps infuriatingly so), but as we continue to delve into this survey of Cooper and related materials, it’s important to understand what THEY said and believed.
Cooper goes on to explain that the CIA, under George Bush, began creating the various drug epidemics you saw grown and unfold over the next five decades, starting in the late 50’s. The money from these drug-running programs was funnelled into various black site projects, and the Secret Space program.
Cooper then begins to describe the nature of the Secret Space Program, around the beginning of the 1960’s, by first contrasting it to the official space program:
The official space program was boosted by President Kennedy in his inaugural address when he mandated that the United States put a man on the Moon before the end of the decade. Although innocent in its conception, this mandate enabled those in charge to funnel vast amounts of money into black projects and conceal the REAL space program from the American people. A similar program in the Soviet Union served the same purpose. In fact, a joint alien, United States, and Soviet Union base existed on the Moon at the very moment Kennedy spoke the words.
On May 22,1962, a space probe landed on Mars and confirmed the existence of an environment which could support life. Not long afterward the construction of a colony on the planet Mars began in earnest. Today I believe a colony exists on Mars populated by specially selected people from different cultures and occupations taken from all over the Earth. A public charade of antagonism between the Soviet Union and the United States has been maintained over all these years in order to fund projects in the name of national defense when in fact we are the closest allies. At some point President Kennedy discovered portions of the truth.
In other words, Cooper is basically talking about a Breakaway Civilization.
Concerning the drugs and the aliens. He issued an ultimatum in 1963 to Majesty Twelve. President Kennedy assured them that if they did not clean up the drug problem, he would. He informed Majesty Twelve that he intended to reveal the presence of aliens to the American people within the following year, and ordered a plan developed to implement his decision, President Kennedy was not a member of the Council on Foreign Relations and knew nothing of Alternative 2 or Alternative 3. (Although some researchers claim JFK was a member of the CFR, I can find no legitimate list with his name upon it.) Internationally, the operations were supervised by the Bilderberg elite committee known as the Policy Committee. In the United States they were supervised by the executive committee of the CFR and in the Soviet Union by its sister organization.
President Kennedy’s decision struck fear into the hearts of those in charge. His assassination was ordered by the Policy Committee and the order was carried out by agents in Dallas. President John F. Kennedy was murdered by the Secret Service agent who drove his car in the motorcade and the act is plainly visible in the Zapruder film. WATCH THE DRIVER AND NOT KENNEDY WHEN YOU VIEW THE FILM. All of the witnesses who were close enough to the car to see William Greer shoot Kennedy were themselves all murdered within two years of the event. The Warren Commission was a farce, and Council on Foreign Relations members made up the majority of its panel. They succeeded in snowing the American people.
Cooper is wrong here about the involvement of the driver in the Zapruder film. 100% wrong.
Chalk it up to him having poor copies of the film. I don’t see what he describes here (or in subsequent pages) at all.
Regardless, I think the greater concept Cooper is trying to get at here is that Kennedy was killed, at least in part, due to his desire to begin disclosure to all Americans.
Cooper continues:
During the United States’ initial space exploration and the Moon landings every launch was accompanied by alien craft. On November 20, 1990, Los Angeles TV Channel 2 announced that a separate, red, glowing, round-shaped object accompanied the space shuttle Atlantis on its latest classified military mission. That was the first public admission.
…
Since our interaction with the aliens began we have come into possession of technology beyond our wildest dreams. We currently have, and fly, atomic-powered antigravity-type craft in Nevada. Our pilots have made interplanetary voyages in these craft and have been to the Moon, Mars, and other planets. We have been lied to about the true nature of the Moon, the planets Mars and Venus, and the real state of technology that we possess today, at this very moment. There are areas on the Moon where plant life grows and even changes color with the seasons. This seasonal effect is because the Moon does not, as claimed, always present the exact same side to the Earth or the Sun. The Moon has several man-made lakes and ponds upon its surface, and clouds have been observed and filmed in its atmosphere. It possesses a gravitational field — and man can walk upon its surface without a space suit, breathing from an oxygen bottle after undergoing decompression, the same as any deep-sea diver! I have the official NASA photographs. Some of them were published in the books We Discovered Alien Bases on the Moon by Fred Steckling and Someone Else Is on the Moon.
This is the part that stretches Cooper’s credulity the most for me. I think anyone with a high-grade consumer telescope can see plainly that there are no real lakes on the moon, nor is there plant life. Secret bases are one thing, but this sounds a bit too paranoid, frankly, and with modern imaging tech, can be easily debunked and left behind (I think).
Still, remember what I said earlier; that’s no reason to discard everything Cooper is saying here. He may very well be wrong about that one point, but right about everything else!
A contingency plan was formulated by Majesty Twelve to throw every one off the trail should they come close to the truth. The plan was known as MAJESTIC TWELVE. It was implemented with the release by Moore, Shandera, and Friedman of the purported Eisenhower Briefing Document. The document is a fraud, because it is numbered 092447, a number which does not exist and will not exist for quite a long time at the present rate. Truman wrote Executive orders in the 9000 range; Eisenhower’s were in the 10,000 range; Ford was up to the 11,000 bracket; and Reagan reached only into the 12,000s. Executive orders are numbered consecutively, no matter who occupies the White House, for reasons of continuity, record keeping, and to prevent confusion. This red herring has thrown the entire research community off the trail for several years and has resulted in the wasted expenditure of money looking for information which does not exist.
I do believe Cooper is referring to the “leaked” documents regarding Majestic-12, which are supposedly elaborate fakes (and which the FBI itself declared “BOGUS” – though it’s clear that much work has gone into convincing people that they are real.
Obviously, one of the best ways to hide is “in plain sight.” Disinfo is powerful, and Cooper is suggesting that this “Majestic-12” document is one such piece of disinfo, used to obscure the actual Majestic-12 project.
Cooper then theorizes that the world’s elite are using the “alien threat” as a means to unite people (in fear) and usher in a one world government:
Another plan is in force. It is the plan to prepare the public for eventual confrontation with an alien race. It could also intend to make you believe in an alien race that may not exist. The public is being bombarded with movies, radio, advertising, and TV programs depicting almost every aspect of the purported true nature of an alien presence. This includes the good and the bad. Look around and pay attention. Someone is planning to make their presence known and the government is preparing you for it. They do not want any panic. The unprecedented number of sightings worldwide indicates that public exposure is not far off. Never in history have there been so many incidents involving UFOs and never in history have there been so many official acknowledgments
And he closes the chapter with a quote from Ronald Reagan:
If suddenly there was a threat to this world from some other species from another planet, we’d forget all the little local differences that we have between our two countries and we would find out once and for all that we really are all human beings on this Earth.
