The Independent Inquiry into Child Sexual Abuse opened by investigating as far back as the decades following the second world war looking at schemes that were set up to give vulnerable children a “new life”.Thousands of children were sent to other counties in the Commonwealth, mainly Canada and Australia, with many being lost in the system and ending up child sex slavery.One of the witnesses, David Hill, was sent to Australia as a child and broke down ads he described the “endemic” sexual abuse he suffered at the hands of a pedophile ring;
“I hope this inquiry can promote an understanding of the long-term consequences and suffering of those who were sexually abused.”“Many never recover and are permanently afflicted with guilt, shame, diminished self-confidence, low self-esteem, fear, and trauma.”
Yahoo reports: The British Empire sent some 150,000 children abroad over 350 years, according to a 1998 parliamentary study, although the probe started Monday by looking at abuse of the practice after World War II.It was justified as a means of slashing the costs of caring for lone children and providing disadvantaged young people with a fresh start while meeting labor shortages in the Commonwealth and populating colonial-era lands with white British settlers.Between 1945 and 1970, youngsters were sent mainly to Australia, but also Canada, New Zealand and what is now Zimbabwe — often without the consent of their families.But the promise of a good upbringing and an exciting new life in the sun was often, in reality, a world of forced labor, brutal treatment and sexual assault in remote institutions run by churches and charities.

“They sent us to a place that was a living hell,” victim Clifford Walsh told the BBC.Oliver Cosgrove was sent to Australia in 1941, one of an estimated 5,000 to 6,000 children shipped there from 1922 to 1967.”Those who were abused tried in vain to tell others, who they hoped and believed might assist them. But they didn’t,” his representative told the inquiry.”This was a systematic and institutional problem.”- ‘Unacceptable depravity’ -Aswini Weereratne, of the Child Migrants Trust which supports victims, said there was good evidence that Britain knew of the poor standards of care in Australian institutions but failed to respond.”Some of what was done there was of quite unacceptable depravity. Terms like sexual abuse are too weak to convey it,” she said.”This was not about truly voluntary migration, but forced or coerced deportation.”Some children were said to have suffered “torture, rape, and slavery,” she added.Professor Stephen Constantine told the hearings that royal visits to such institutions legitimized them for people who saw the photographs, believing if it was good enough for the royal family, “it is good enough for us”.The hearings are being held at the International Dispute Resolution Centre in London. The opening phase dealing with Australia is expected to last 10 days.The inquiry was established following the death of TV star Jimmy Savile in 2011, when it emerged he had been one of Britain’s worst serial pedophiles, carrying out abuse unchecked in a range of public institutions.The inquiry will look at historic abuse in England and Wales, including in schools, hospitals, children’s homes, local authorities, religious organizations, the BBC, the armed forces, and charities.It will also examine allegations involving famous people in politics and the media.The inquiry got off to a rocky start, with the first three chairs stepping down.

THEY were told they were going to a place filled with sheep, where they could ride horses, pick fruit from the trees and have picnics all day long.
Instead they faced decades of sexual abuse at the hands of the men caring for them, were beaten, forced to work like slaves and rummage in pig bins for food.
Now the first-hand accounts of men and women sent to Australia as children will be heard as part of an independent inquiry into child sexual abuse.
Beginning in London this week, a panel will hear from some of the estimated 10,000 children sent to Australia in the post-war decades as a cheap way of populating the country and solving the problem of how to care for young British orphans.
The Australian story is just part of a much bigger picture that saw an estimated 150,000 children sent overseas to mainly Commonwealth countries over a 350-year period. In a world without air travel and internet, many of them never saw home again.
This week marks the start of an enormous undertaking in the UK that will cover exactly what happened inside the government, schools, hospitals, military and the BBC, among other institutions, and whether children were knowingly sent into dangerous situations.

The police chief investigating claims that Sir Edward Heath was a paedophile is convinced the allegations are ‘120 per cent’ genuine, The Mail on Sunday can reveal.
More than 30 people have come forward with claims of sexual abuse by the former Conservative Prime Minister, according to well-placed sources.
And they are said to have given ‘strikingly similar’ accounts of incidents to Wiltshire Police – even though the individuals are not known to each other.
The Mail on Sunday has been told that Wiltshire Chief Constable Mike Veale regards the allegations as ‘totally convincing’, and plans to publish a report in June.
Detectives have established that, contrary to claims that Sir Edward could not have committed the crimes as he ‘never drove a car’ and ‘always’ had a police driver with him, he did drive – and did have a car.
They have photographic evidence that shows he is a driver, and have established that he had a driving licence. He also bought a Rover 2000 after being deposed as Tory leader by Margaret Thatcher in 1975, when he was 58.
Astonishingly, Mr Veale is also understood to support claims that Sir Edward’s alleged crimes were reported to police years ago but covered up by the Establishment.
Some of those who said Sir Edward abused them are believed to have told police they went on to commit sexual abuse crimes themselves as a result.
The investigation into Sir Edward, called Operation Conifer, was set up in 2015 in the wake of the Jimmy Savile scandal.

Because police “cannot cope” with the “huge” influx of reports on child abuse, they now say pedophiles whose ‘only’ crime is viewing child pornography should undergo rehabilitation — instead of going to prison.
In a mere three years, child abuse reports have skyrocketed in volume by 80 percent; and, as Chief Constable Simon Bailey of the National Police Chiefs’ Council and head of Operation Hydrant, “which is investigating multiple allegations of historic sexual abuse across the UK,” the BBC reports, “knew his view would cause nervousness and draw headlines.
“But he said the numbers of reports of abuse were at ‘huge proportions’ — an NSPCC study in late 2016 used figures which suggested the number of individuals looking at such images could exceed half a million.”
Child pornography, indeed an incredibly serious crime from any standpoint, seems to have erupted in popularity — Bailey told BBC Radio 4’s Today program around 400 people each month are arrested by police working with the National Crime Agency for viewing indecent images.
“There are undoubtedly tens of thousands of men that are seeking to exploit children online with a view to meeting them,” he continued, “with a view to then raping them and performing the most awful sexual abuse upon them.
“That’s where I believe our focus has got to be. They are the individuals that pose the really significant threat.”
Bailey’s stance isn’t unfamiliar to the dark realm of child sexual abuse, but it’s exceedingly unusual for a police official of such high rank to advocate re-prioritizing criminality — particularly given the murkier crime at hand perpetuates and fuels the cycle.
Without providing statistics or references, Bailey championed referrals to rehabilitation for viewing child porn, saying they “increasingly are effective” — as would be vacating the court system of these cases, to “speed things up.”
Because the child abuse and exploitation is so rampant, the overwhelmed chief constable believes the imperative to target the worst pedophile offenders far outweighs the severity of the crime of viewing explicit images — despite the latter being a serious, repeat transgression against the victim.
“Every time an image is viewed, the victim is being victimised again and there is nothing as abhorrent. But we have to be able to manage the totality.”
Besides police operations, a spokesperson for the Home Office told the BBC it had allotted £20 million (over $24.8 million) to the National Crime Agency, specifically for battling child sexual exploitation on the web.
“Alongside ensuring we have a tough law enforcement response to bring offenders to justice, we are also committed to preventing offending in the first place,” the spokesperson said.
Prison terms and harsh punishment can be efficacious as deterrents, but, a spokesperson from the NPCC noted, “We cannot arrest our way out of the situation. If we are to protect more children we must make prevention and rehabilitation a priority.”
Resources across the U.K. have been stretched to the breaking point recently, after a series of high-profile cases of child abuse and sexual exploitation involving prominent figures had commandeered headlines for weeks. Such astonishing scandals might have provided public awareness and a platform for victims, but reports to police and pleas to charitable organizations for help have created an enormous backlog.
Lisa Thornhill, a senior practitioner at the Lucy Faithfull Foundation, “which works with people who have sexually harmed or fear they may harm a child,” said the center is not only full to capacity, but has had to turn away hundreds asking to be rehabilitated.
“Most people who commit these offences have some idea what they are doing is wrong,” Thornhill told the BBC. “We appeal to the brave and responsible part of those people to get in touch with us and stop, and stay stopped.”
According to the station, “Calls to the helpline are over capacity – about 800 people each month call, but about 2,500 calls are unable to be taken due to demand.”
Whether or not Bailey’s appeal to lessen the severity by default for pedophiles who view child pornography will result in a change in policy or law remains to be seen, but a furious backlash from victims and their families will almost certainly ensue now.
