“Kerry is hoping to seal a framework deal to roll back Iran’s nuclear program in exchange for sanctions relief in make-or-break talks with Iranian Foreign Minister Mohammad Javad Zarif. The top diplomats from Britain, China, France, Germany and Russia would join if the U.S. and Iran are close to an agreement.
The pressure is high. The seven nations have set themselves a March 31 deadline for the outline of a final accord they hope to seal by the end of June. Both President Barack Obama and Iran’s Ayatollah Ali Khamenei have spoken against what would be a third extension of the talks.
And opponents, among them wary American allies in the Middle East and hardliners in Iran and in Congress, stand ready to complicate the process if negotiators cannot reach a breakthrough in the next six days. American lawmakers have threatened new sanctions on Iran as well as the establishment of a process which would allow them to vote down any final accord.
The United States and its partners are trying to get Iran to cut the number of centrifuges it uses to enrich uranium, material that can be used in warheads, and agree to other restrictions on what the Islamic Republic insists is a peaceful nuclear program.”
The Pentagon has declassified a document that was once labeled “top-secret,” which goes into sophisticated detail about Israel’s nuclear weapons program. The document was released quietly just prior to Israeli Prime Minister Benjamin Netanyahu’s March 3 speech to a joint session of Congress.

U.S. warplanes begin airstrikes against Islamic State | Saudi Arabia, allies attack Yemen
Saudi Arabia’s U.S. Ambassador Adel al-Jubeir said late Wednesday that his nation and its regional allies had launched a strike on Yemen to dislodge Houthi rebels there, according to reports. Speaking in Washington, al-Jubeir said airstrikes against the Houthi forces — which Iran is widely believed to be supporting — began at 7 p.m. U.S. Eastern time with the goal of protecting “the legitimate government of Yemen,” the Associated Press said. He said 10 nations were taking part in the operation, including members of the Gulf Cooperation Council, reports said. The U.S. had been consulted on the move but wasn’t taking part directly, the reports said. The announcement followed news earlier in the day that the Houthi advance on the major port city of Aden had forced the president, Abed Rabbo Mansour Hadi, to flee by sea.

Presidential Memorandum — Delegation of Authority Pursuant to Section 1236(b)(2) of the National Defense Authorization Act for Fiscal Year 2015
SEC. 1236. AUTHORITY TO PROVIDE ASSISTANCE TO COUNTER THE ISLAMIC
STATE IN IRAQ AND THE LEVANT.
(a) IN GENERAL.—The Secretary of Defense is authorized, in coordination
with the Secretary of State, to provide assistance, including
training, equipment, logistics support, supplies, and services,
stipends, facility and infrastructure repair and renovation, and
sustainment, to military and other security forces of or associated
with the Government of Iraq, including Kurdish and tribal security
forces or other local security forces, with a national security mission,
through December 31, 2016, for the following purposes:
(1) Defending Iraq, its people, allies, and partner nations
from the threat posed by the Islamic State of Iraq and the Levant
(ISIL) and groups supporting ISIL.
(2) Securing the territory of Iraq.
(b) NOTICE BEFORE PROVISION OF ASSISTANCE.—Of the funds authorized
to be appropriated under this section, not more than 25
percent of such funds may be obligated or expended until not later
than 15 days after—
(1) the Secretary of Defense, in coordination with the Secretary
of State, submits to the appropriate congressional committees
and leadership of the House of Representatives and Senate
a report, in unclassified form with a classified annex as appropriate,
that contains a description of— (A) the plan for providing such assistance;
(B) an identification of such forces designated to receive
such assistance; and
(C) the plan for re-training and re-building such forces;
and
(2) the President submits to the appropriate congressional
committees and leadership of the House of Representatives and
Senate a report, in unclassified form with a classified annex as
appropriate, that contains a description of how such assistance
supports a larger regional strategy.
